Leveling systems using System Development

I have been looking endlessly for whatever button is supposed to be pressed for these system developments. Once you pick a development and pick a resource, how do I get the system to actually level?

Also, is there a way to see the tutorial guy's pop ups again? Some of them would be nice to be able to view as a reference later but I can't seem to figure out how to bring those up either. The game closes a few of them automatically so I haven't even been able to read them to figure out what he was saying (like how do load man power into a combat ship).

As to your first problem. Once you 'design' the blueprint for the settlement level. it is just like any other system improvement You build it, using that specific luxury resource. a

As for bringing back the tutorial. I don't think it's possible without starting a new game.

Once you designed it, you only need to build like it was a building at any of your systems. Just queue it like everything else. Haven't seen the tutorial guy since his first messages though.
