Just finished my Sophons game (won score victory in a landslide), and I have a few comments with regards to the elections system.

First off, I think it's a pretty cool system, where the bonuses that you can implement change after a few turns.  I have a pretty big problem with the polls though, in that every single election I had in this game the polls are wildly different than what actually happens.  Now, I understand that polls are not 100% precise all of the time, but when the polls say that the Ecologist party will pull about 2% of the vote, and the Scientists near 60%, and the Ecologists somehow get a landslide of 40%, something's off.  Again, if it were a once-in-a-while thing, it would be annoying but manageable.  But since this happens every time I have an election, and I have no other means of estimating what the composition of the next parliament will be, this is a major problem.

Secondly, I feel like there is some kind of issue with the weighting of how much influence pops/buildings are giving out.  In my Sophons game, I had about 60% population of Sophons, and about 10% each of Marvos, Lumeris, Kalgeros, and Haroshem.  I built mostly economic, industrial, and science buildings, very few warships or ecologist buildings.  Logically, one would think that the high percentage of Sophons (Scientists), Haroshem/Lumeris (Pacifists), and tons of industry buildings, I would have a Scientist/Pacifist/Industrialist parliament.  Well, most of the time I had about a 50/50 split between Militarists and Ecologists - what?  I think some kind of system to track what number of "points" each party is getting from pops/buildings/diplomacy is a must.  Whether it's a fixed polls system or a separate counter, I think something's got to be there.

Finally, I think heroes stationed in system should have a much bigger impact on how that system sends representatives.  At the moment, the only reason I pick certain heroes is their race/class, and I think that making heroes have a greater influence on how the system voted would encourage players to pick heroes based on what kind of government they want to assemble in future elections.

Anyways, this is just my two (three?) cents on the election system as it's currently implemented.  If nothing else though, please, please fix the poll system.
