You can go to three without upgrades, then five with the first tier of upgrades. =)

Finally found the answer myself yesterday night. Looks like System Development Upgrade lvl 2 unlocks when unlocking era III techs.

Still hope for a confirmation on this to be 100% sure about it..

Still aslo waiting on the info of what triggers unlocking of System Development Upgrade lvl 3..

Note : I'm not quite sure Optimized Logistics unlocked the second System Development Upgrade (since nothing in the tech tree mentions that) or if I just unlocked it by unlocking era III techs ? Can someone answer this ?

Could someone answer this please ? And maybe answer what unlocks the third System Develpment Upgrade (maybe not available yet ???)

A Dev input on the matter would be appreciated, because this law seems completely useless.

The law is not specific to the Vodyani, they merely are the one race that starts with access to religious laws. Other races can use the law just fine to promote main pop growth (e.g. as Lumerians if you have a lot of water planets).

Another thing not mentioned concerning the lack of planetary exploitation: each Vodyani pop as a natural +4 FIDS output (despite the wiki saying +1FIDS: http://wiki.endless-space.com/factions/vodyani, you can check it ingame by hoovering your mouse over a Vodyani pop) so it does more than compensate the lack of planetary exploitation

What does Racial Purity Act do exactly? In the text it says only starting population will grow, but all I ever got while playing was Vodyani pop without even passing that law. 

Assimilating other races just removed them from the game and gave me their bonuses.

During my yesterday's evening game, I went Vodyani again in hard difficulty, medium galaxy 3 opponents and configured abundant lux and anomalies to make sure I would get lux resources this time.

I rushed again neural robotics to unlock the first System Development Upgrade and combined this with Racial Purity Act to make sure I would only get orignial empire population. The outcome with 4 colonized planets on the base system was awesome. 

So I rushed Optimized Logistics to unlock the second System Development Upgrade and figures went crazy :


By turn 75 the base system was producing 941 prod, 681 gold and 1.2k science. And with 5 colonized systems in total (all 2nd system developement tier upgraded) I could reach 3724 science per turn ! 


Note : I'm not quite sure Optimized Logistics unlocked the second System Development Upgrade (since nothing in the tech tree mentions that) or if I just unlocked it by unlocking era III techs ? Can someone answer this ?

Hey guys,


Started playing Vodyanis to learn their gameplay and during 3rd game I realized I could not build Exoscience or Colonial Exchange specializations on my planets. Is that intentional (OP on Vodyani ?)


And further on, I was drived by my will to get more pop slots on my planets (had purify law on ^^) and went for System dev projetcts but soon realized I had no luxury goods to perform any. And realized I had no luxury goods in any system I owned (did not check so many but I used to get luxury goods verry fast in the game with Lumeris or Sophons).

Is that intentional as well (no luxury goods at all for Vodyanis) ?? Or didn't I just found some yet ?

if you mouse over locked slots in planets, it will tell you to unlock System Developement Upgrades. The desired tech is Neural Robotics in era II as far as I understand it. U then need to use luxury resources in the economic status view on trade and resources screen.

I'm just explaining I'm frustrated I could not try that for lack of luxury resources in my overall game.. ^^

For luxury resources, they are the same as anyone else. You just have to discover all the anomalies in the star system. I used trade routes to increase my luxury output per turn to 10+ per turn. It made upgrading my systems quick and easy.

Ok so I just go unlucky since by turn 73 I have 5 systems (after killing Sophons), explored all anomalies in the star systems including the one I did not colonize and didn't get a single lux resource (but I have max titanium, hyperium, anti matter and adamantian).

Explored a bit more and found out that all luxury resources in the galaxy are owned by the Lumeris (he just got everything lol).

Regarding System development Projects, I hear what you tell me but this game went verry frustrating since I had not a single lux ressource by turn 60+. Maybe I just god unlucky ? It's a pity I had rushed Neural Robotics...

You can't access any planet specializations as the Vodiyani. I once managed to pressure an AI into surrendering the 'Impactless Sites' tech that is missing from the Vodiyani tech tree and still couldn't build the production or extraction specialization. All those support modules on your ark should be more than enough to compensate the difference though.

Your populations live on the Ark, so I guess there would not be any planet explotations becuse you can upgrade the arks to a certain design.
