The description of the Academy Embassy building says that "enables unlock of new heroes", but it seems that even without building it, heroes offer to join you. Is that a bug or it is inteded? Maybe it just speedup the process?

When I built it I got an hero instantly, even though I had more turns until the next available hero

Thats not true, I only built the Academy Embassy in one play through, but I had more than 3 heroes in every game.

Just test, I played a game without building one, and I have the same number of heroes that the games I've built it.

Exact, tested it too to make sure and you can get more than 3 heroes without building it. Should not work this way imo..

Seems a bit bugged. Also I failed the quest to find the Academy when I found the Academy, because I hadn't scanned enough anomalies first.

Pretty sure not having the embassy just limits you to heros of your own race. Not exactly 100% on that, though.

Nah, that's not it.  I've definitely had out-of-race heroes and never constructed an embassy.

Well, I honestly hope they remove it. I mean, I know heroes are powerful, but needing a specific tech and a specific building to get more seems a bit too much. Perhaps giving the ambassy some other benefit would be good? (ex. +1 inflence for every hero owned, or +1 exp/turn on heroes, or similar).

That's fair, although I personally would like to see it fleshed out and completed, myself.
