Question about intended mechanics - attack fleet action

Can the AI "Choose" which fleets to attack?

according to the action tooltip the attack will always strike the "strongest" fleet (sub question, what determines a fleet's strength? attack + def (MP is no longer a thing))

and for players, this is true.

but i have had plenty of times where i've had a very strong fleet in a system, and then the AI will attack that one 1/4 fleet first, and kill it, and ignore my strong fleet

is this intended? can the ai bypass this mechanic at will? or is this a bug?

the issue is most noticed when trying to create a dedicated leecher fleet as vodyani, in multiplayer vs a player this tactic is possible, but against the ai they seem to just "pick" my weakest fleets off first, regardless of what circumstance

so according to the description of the fleet action "attack", the implacable crusade should not be attacked, rather the unyielding should be.
