I was watching watching a twitch streamer play for like 20 min last night between events, and as I was watching he had 2 colonies going into mutiny but we could not figure out why.  They were both minor factions, and he was running the religious law which locks approval at content.  We couldn't figure it out until he got the idea to deactivate the law then reinstate it.  This fixed the colonies going into mutiny.  Has to be some kind of bug?


Edit:  I'm awake now and here is more detail:

He was Horatio.

At the time, a different system than the 2 going minor civs going into mutiny, was under siege by pirates.

It was a small stream so we were chatting while he played.  He showed me the political influence screen which showed that he "in theory" should be getting more points in religion than science for science events.  Yet, he said that nearly every time he played Horatio, they would force a switch to science nearly immediately, regardless of the huge amount of support for religious ideology.  Perhaps his assimilated minor factions had something to do with this particular game, but unfortunately I do not remember which minor civs he had.
