Law Slots Question

Related: I'm playing as the United Empire, and I have a Sheredyn quest that requires me to have 4 military laws running... but I can't.  I'm a Federation, which only have 2 law slots, and even if I hit level 5 in Economy, I'll have 3 slots.  Is the only way to complete the quest to switch to Democracy just to pass the quest?

I hope Dictatorship gets a 3rd law slot: The mandatory plus 2 free slots. On one side it is limited because you only have the laws of one ideology but on the other hand you can enact every law of it and switch them for no costs. 3 slots seems about right for me, only having two and one of it being the mandatory one fells too limited.

Well, that specific quest is about exerting more control over the people.

One does not generally "cement your power" and "impose your will" by switching to a Democracy, generally speaking.


This quest is, first of all, non-optional.  That is, it's part of your quest line, and you don't get to choose one of several routes.  You can avoid it by not going a particular route on the Choose-Your-Own-Adventure of the quest-line, but it's not like you have a warning that it's going to come up.  Second, it seems that the real intent of this quest is that you need more law slots on your Federation, and you need to make them all Miltaristic.  This might have worked fine when the quest was written: At that point, I think Federations started with 3 law slots, and you could get +1 law slot with a particular era 2 tech.  In the current version of the game, you need to get to Era 5 and even then, you don't have enough law slots.  So I think the quest is unintentionally bugged.


For what it's worth, I don't necessarily have a problem with a quest where the UE would switch to democracy, but I would imagine it at the culmination of increasing human rights, not increasingly militaristic crackdowns on the people.  You could probably make the case that maybe he's trying to "cement his power" by being a master manipulator of the people, sort of a jingoistic president, but that's not really what the quest presents.

Totally agreed, but based off of the devs' comments, it sounds like we're getting new techs to unlock more law slots regardless of government type. I do think there should be more incentives to change governments, but having to do it to complete a faction quest seems a bit forced.

I've searched everywhere for a technology/type of government/improvement for unlocking more law slots beyond 2, but I can't seem to find anything. Can someone help me?

NumberOfActiveLawSlots is only added in EmpireImprovementStageEmpireDevelopment5 in SimulationDescriptors[EmpireImprovements].xml (and in SimulationDescriptors[Government].xml).

The base value of the number of active laws is in SimulationDescriptors[Senate].xml.


From what I'm reading there, this should be :

Dictatorship : 2 (force 2 in Gov xml)

Democracy : 3 (base 2 in Senate xml, +1 from Gov xml)

Empire : 2 (base 2 in Senate xml)

Republic : 2 (base 2 in Senate xml)


Only after you unlock the left quadrant level 5, it should be:

Dictatorship : 2 (force 2 in Gov xml)

Democracy : 5 (base 2 in Senate xml, +1 from Gov xml, +2 from EmpireImpro xml)

Empire : 3 (base 2 in Senate xml, +1 from EmpireImpro xml)

Republic : 3 (base 2 in Senate xml, +1 from EmpireImpro xml)

Hi,


You need to unlock stage 5 from the "Empire development" quadrant, and I believe there are some specific technologies which also add additional law slots ; scratch that, it's only linked to stages for the moment.

Counting the mandatory law, Empire & Federation have 3 2 law slots and can get another one when they reach Era 5 of Empire Development's quadrant.
