I think there should be continues production for dust or research poin like in Civilization, rather than let the production poin go to waste after there is no other thing to build or construct 

There is for the later technologies, such as 3D printing for gold. cant remember the one for science, bu both convert production into science or gold

There should be starting projects for dust and research from the start say about 10%.  With early game production power that wouldn't really be much difference from nothing but would help a little and prevent notifications of colonies not producing anything from colonies that you don't want to produce anything.
