It's the one on the right of the Sophon in the Alliance Formed screen, right? I saw before Update 2 that there were some Horatio sprinkled throughout the notification art (government change and alliance formation), as are some Raians.

So, this image was just released on Twitter, showing off some of ES2s female characters as it's International Women's Day today. Interestingly, the middle two on the third row seem to be new (unless I've missed something):

I'm not really sure what to make of it. From what the devs have been saying in the streams I was under the impression that the final major faction (the "Time Lords") was going to be non-humanoid, possibly mechanoid... but these characters appear human (outwardly at least). They could possibly be from an unannounced minor faction, but then they look as though they are from the same faction, and none of the other minors have more than one hero associated with them. It's a bit of a mystery imo.

Both of these hero(ine)s are quest rewards for one or another path in UE quest-line.
