For more than 40 turns now I've been stuck in a loop of going into anarchy and then dictatorship rules by miltarists, then back to anarchy and a dictatorship rules by pacifists.

I don't know how to fix it.

I've researched and built all buildings to raise happyness. I've put governers to raise happiness. I've put the militarist propoganda in all my build queues for many many turns...

What gives?

What gives?

Use religious dictatorship + the content law. You can raze planets too.

This is a known problem of the 0.2.5 version of the game, it is supposed to be worked on with the next patch.

Alternatively, you can use my mod.
