I unlocked a quadrant on the tech tree and it says I need to be the first to "buy out x systems using influence." What does that even mean? How does one "buy out" a system? I have 10k influence, so show me the button!

Research the tech that lets you peacefully get a system within your influence.  It has a buyout option that starts high and goes down to a minimum of 250 as you gain control.
