With the official release of Endless Space 2 so close, I'd like to know a few things about the actual release on the day.

1) What timezone is the release based on? PST? GMT±N? 

2) At what time will the release happen on the 19th? Will it be midnight? Slightly after midnight? Noon? 11:59pm?

3) I live in the GMT+8 timezone. That means I'm 15 hours ahead of Pacific Standard Time. Assuming the release is on midnight and the timezone used is PST, does this mean I will only get to download the game 15 hours into the 19th (i.e. 3pm)? Or will the release be staggered throughout the timezones? How will the game be released across different timezones?

No not really, Developers can set up their own Releasetimes if they want to. Some for example do a regional Midnight Release, some Releasetimes depend on where the Studio is located so that they Release when they are at work and not in the evening and so on. 10am PST is just the default time if its not changed by the Devs/Publisher.

Yup, if it's not downloading the 1.0 patch now, restart steam and it should fire.
