When i play the game, the AI sends scouts to my territory, But i don't want to close boarders.
When i send a ship pass his territory i get a message to get out of their territory. Sometimes they attack me.

Why can't i send warnings like those. like, "Don't orbit of my planet". Or Remove your outpost from this or that system. Or, "i just want to pass there don't worry" and many more. It feels that i cannot really communicate well with the AI. Even Don't assimilate this minor fraction. 

Or am i missing some key element in the diplomacy?

I have read somewhere devs will change this and make humn player able to use this kind of message. I am not sure but it supposed to come one day but i have absolutly no idea when.
