How do I build "Mount of Zelevas"? The quest hint says that it is now available to be build, but I can't find it. It doesn't show up in system improvements. Is there a tech that I need to research for it to show up, or is it not in the game yet? Or is this just a bug?
I believe I came across this bug again. Hard diff / Slow, ~216 turn. System improvement nowhere to be found. Pretty sure I got final save from that game (got to that quest stage 2 turns before winning).
