I wasn't sure if it was a bug or not. I'm on chapter 4 of "The Day that never Comes" Part 2 and it doesn't let me advance the quest by building the appropriate Mount of Zelevas.
I can't find it in the tech tree, nor can I find it in the appropriate screen for my star systems. How do I find this improvement to build it? The game gives NO pointers on it.
