What does the Freehold Fanfare Outpost Action do? It coest 75 influence but doesn't reduce the turns until the outpost becomes a colony.

It says "+ 100% migration on System". What does this mean?

Thanks

Mh think I found it. The explanation is a bit misleading.  Looks like it increases the amount of food delivered via transport ships from one of your other colonies. See the left panel.

That also implies that the food from the ships is not included into the number of turns shown until creation of the colony.

But the worst thing is, the colony that supplies the food does not produce enough and is starving now...

See it as an transfer of population translated in food. At the end you just get the same amount of pop, but it is faster for the colony. At the cost of influence and the gap of production in the sending system caused by loosing a pop.

The only problem could be if you're at war or if there is pirates on the way of the civilian ships. You loose the food, so you loose the pop for nothing. But early game, when you don't swim in dust it's a good way to boost colony grow.

Yeah, that's an accurate description of what happens. I've found that a food-sending colony has to have very high food production indeed in order to overcome the malus generated by Freeholder Fanfare.
