am i missing something or theres no way to:

1)prioritize manpower flow (each system, each fleet)

2)stop/resume the flow of manpower to systems/fleets

Kind of the same question. I can't figure out how I seem to have an abundance of manpower, but my none of my fleets are refilling.

fleets refill only in your own systems (or territory, not so sure); however, there is a law of minor race (Hisso) as well as some hero traits that allow manpower refilment outside your borders.

i am not aware that you can prioritize the flow of manpower.

AND you need to spend a *full* turn orbiting one of your system before seeing any refill.

When you blockade a system, you'll see the enemy manpower in an icon next to the system name. It'll say, "This system is being besieged", or something like that and give the manpower and the manpower loss each turn.

You refill manpower by orbiting a system in your territory, and as far as I can tell, it's just all avaliable manpower goes to empty slots above fleets. If you have manpower, and your fleets aren't refilling in your territory, I don't know.

Hover over the planet with your pointer and a pop-up will appear in the lower right of your screen.

Below the picture will be a line of the % of manpower in effect and the "strength" of the ground troops, armor and air force.

Yes but it shows for that turn, but I have to wait for the next turn to see it again since they can refill . I'm talking about their total manpower and their refill rate.

The enemy empire's total manpower? I don't think so. But the enemy system should not be refilling manpower if you are blockading it.

well i noticed that each turn after defeating the enemy while invading and blockading, the manpower refilled. I managed to kill all of it and next turn it was back to 900.
