I would like to have a discussion around these two skills.  Namely, I would like to discuss the value of Dust Catalyzation which seems to have 1/2 of its capabilities nulled by Transcendental Outlook.  I personally, ignore Dust Catalyzation because my heroes rarely move around and the few that do have a hero specialization that allows for instant transfer. Furthermore, Dust Catalyzation gives a -20% and -40% dust reduction that is instantly outmoded by Transcendental Outlook (which is a 100% reduction). It seems odd that a level 3 hero skill is nearly worthless in most situations.

I propose that Dust Catalyzation be changed to a +20 and +40 dust skill.  This would help offset the hero cost, but, if Trancendental Outlook is taken the hero actually generates revenue for the system.
