Odd conflict between Pacific Conversion and Siege

I have noticed recently, that if I move a fleet into orbit around a system that I am about to take over via Pacific Conversion that the process stalls and the siege icon is the only one seen.  The odd part is that the siege functionality is automatically put upon my fleet by the game when they enter the system.  I have no control over just merely orbiting the planet so that pacific conversion can finish, and I can have a fleet in place to protect my new planet.


If I move my fleet away from the planet, the pacific conversion begins to increment from the amount that it had accrued when I entered the system. I should at the very least have the option to NOT blockage/siege when I enter a system that is under pacific conversion.



I would like thoughts and observations from anyone else who has noticed this.

As it is an act of war and aggression, it mystifies me why blockades and siege are an automatic action. They should be an activated action instead, this would help avoid unwanted diplomatic incidents that currently happen for no reason other than that the game mechanics force us to carry them out. It's caused me plenty of trouble, as the unbelievable touchiness of the AI in regards to ships makes it very difficult to simultaneously explore the galaxy, protect my systems, and form positive relationships with potential allies. And I keep blockading trade routes I can't even see.


It also makes it difficult to fight in support of someone else, not that the faction I help will even be able to understand or appreciate my help.
