It allows you to attack enemies in cold war on their territory, which means an instant declaration of actual war. And if it somehow doesn't, all the enemy has to do is close their borders. I don't know if giving it the ability to ignore closed borders is a good idea, but in it's current state I really don't see it's point.

Indeed we had planned to make the law ignore close borders as well, but as it required code we couldn't include it directly in the balance mod. It should come in one of our next updates.
