Can the Diplomatic "circle" be rotated?

I am having an issue selecting the "Veto" option on the Diplo screen when playing with >8 AI's. I have tried selecting "Switch Positions" but it does not appear that the "Veto" buttons are active, on the switched party, when they get center stage...

P.S. Also, there is no Tool Tip when mouseing over the "Veto" buttons for me... A BUG?

P.S.S. Fun game btw. 200 hours in and still can't stop myself. :) LOL!
