A random distrbution vs an even distribution. It's funny because if someone were to ask me how minor civilizations should be distributed in space, I would say "randomly" but when I play the game what I really want to see is a nice smooth curve, rather than clumps.
It depends of the map. On the branched galaxy, there is always a bunch of minors civs living at the center and some spread around the rest of the map. On other maps, they are spread more equally.
