Effect:

+25% science on happy.

Call me a pedant, but I don't see any connection between an Optics Research Lab and why it would only work when people are happy.

It seems a bit disconnected. "Form follows function"...    The form found here, for this effect, does not fit imho.

Here goes my random fictional meta justification...

Optics Research Lab is a high level project that discovered how to use peoples neuronal impulses as a better platform for an universe wide server and computing system for science research. It´s like Seti@home but instead of using your computer time for science, you decide to use your neuronal activity for science (without putting your thoughts activity and speed at risk).

However, such a neuronal server doesn´t work with every brain. Only brains under the influence of high dopamine and serotonine neurochemicals (linked to happiness) can provide a good platform for science research. These brain molecules act like a nitrogen to a sport car motor.

Unfortunately the picture clearly shows some kind of LHC, with a big magnetic tube ring in the middle of nowhere, and the flavor text talks about 

"Fundamental rsearch into the nature of leptons"  (I guess that's supposed to be some fancy kind of god particle). :)

If I had to come up with an inverse justification (keeping the effect, changing the text and picture) I would go for some "Adolescence Mental Creativity Training Grounds" where teenagers and children are coming up with weird solutions to problems, and sometimes one of them actually is an innovation. But if they are not happy, they just won't be motivated enough to come up with something. Happyness as prerequisite for new ideas.

A lepton is the type of particle that an electron is an example, so no, it's not "some fancy kind of god particle".

The justification is not really important, as it could be many things... however, as the picture is of a particle accellerator, think mind control of tiny particles (but only when you're happy)!.

The "Optics" of a situation is how it is percieved.

Thus... if people are happy...  productivity increases; in this case - Science!
