There are thousands of overpowered combinations if you use custom factions, hence why they are banned in multiplayer games. It's not 'broken'. It's optional if you want to have a bit of fun playing that way.

Why go for dictatorship though? Republic is better.

Species stability is mandatory for vodyani and righteous fury is also great so you will be running religious most of the time. If you could get ecologist primary and religious secondary reliably that would be perfect but it can't be done reliably and it's not worth the risk of not getting religous at all. 

Early game you won't have high enough population numbers to benefit from having lots of planets.

Late game when you have population numbers you will have most colonization techs researched already so the law won't give you that many extra planets.

For custom factions there are much more broken combinations.

Ah I get it, you meant switching to dictatorship to get ecologists!

Ah, so you did mean custom factions. Any custom faction can be built to be stupidly overpowered. It's really not an issue.

Also, starting off with ecologists for Vodyani could effectively kill your approval, which will kill you due to the food malus. What if you start with Tchinomy, a toxic, a lava, and a negative anomaly on the other planet? Good luck with that. You also still need essence with the ship bound affinity, which you won't get nearly enough of without religious laws.  

I also see those problems on paper, except for food since using the riftborn visual affinity makes food redundant anyways. And with full population on every planet in the first system you can get a good amount of dust and then convert that to essence.
