I know it's like an influence resource. I am just curious what it means. When I hover over something to build at the bottom of the description says Emperor's Will like 15. So I thought it costs 15 Emperor Will points. But it's like in the 100's or 1000's. So what does it mean? 

If a system improvement or technology has the purple, Emperors Will cost next to it. Then that cost, for example, 100, would be paid for in Influence points. Think of it like Influence Points version Dust-buyout 

Why do I have two different values then? Maybe I haven't explained myself sorry for that. So I am hovering over to build something. Then a description on the left lower side of the screen pops up. At the bottom right is emperor's will but says like 15. When I go to "buy it out" it's is greyed out because it's like 1000 something emperor will. So why do we have differing values? What am I not understanding?

The smaller number is the Influence gain from finishing the construction, as Emperor's Will gives 10% of Industry cost as refund when a building is completed.

It converts the industry you use for production into influence, so the pop-up shows how much influence you will generate by building smth
