What happens to a system's surplus food once a system's pop is maxed out?  I seem to remember reading somewhere that it all got dumped into manpower, but I can't remember where I saw that.  Is that true?

Nope. Until you get Food to Industry conversion in late game, all that remaining positive Food is just wasted and doing nothing.

Isn't food shared between planets now?
