I don't get it. I am over the limit where I should be able to do the quest, I have enough money and now when I have the chance to get a quest it either says "race can't give you a quest" or something like that, or it doesn't say anything. 

How come is this? Could it be because I have like over 5 quests right now, some from other races some from random quests that popped up.  Do they need to be done and only once they are fullfiled or failed I can get quests from the races? 

Getting a bit frustrated since what I think should be working is not working. 

That sounds pretty weird, I've never had an issue like that. Especially one that specifically denotes that a faction can't provide a quest. This might be a time to send a save file over to Amplitude.

If that sounds pretty weird, maybe it's the mods I have then. I have about 10 or so mods active. Another thing I find funny it only happens when they are in another sector.

No problem! You definitely might be onto something with the mods. I've never used any myself.

I played a custom human race faction. I was able to get the quests for all the minor races in my sector and some in the next sector but when I got to the middle of the double galaxaies in the middle, I can't get any. 

I won't worry about it now. Having so much fun with the mods, it has made this good game even more fun.
