Basic pirate fleets that spawn are 17574 Health, 2705 Offense, and 1120 Defense.

Swarm of Locusts pirate fleets are 4030 Health, 143 Offense, and 287 Defense.

Can the pirates which spawn from events and quests be scaled to current pirate faction levels? Or can we have an option to toggle such scaling? It doesn't feel like much of a serious event or quest when my exploration ships can roll over the pirate fleets.
