It would be cool to honor the second place in the spy faction contest by creating a minor faction which will come alongside the major one. What do you guys think? 

How comes no one had suggested this yet? Indeed, since they mostly come with at least 1 minor faction stuck to them, having the "remnants" of something attached to this ancient ghastly faction would not only make sense, but save the devs some trouble of having to be 100% creative with the mino faction. And, as you put it, reward the second place somehow. 

I agree with all of you, however I do have to point out that there already is a minor faction called the Remnants. Perhaps they could just be called the Xitharri, or Xitharri Vestiges for the full name?

Perhaps an Influence/Dust minor faction?

If the devs decided to name them Xitharri, without the remnants parts, it would have won the vote. I would bet good money on that.
