Fast miner is better if you want to continuously mine several planets in a system with a deposit on each or if you want to exploit more planets faster for FIDSI (as Hissho). Planetary Miner is better at mining just one planet for a long time, so lets say there is a system with only one planet you are interested in mining, then you can shoot a planetary mine at it and move on to another system.
