Longtime player of Endless Legend here, and I just picked up Endless Space 2. Really enjoying the game so far, but there's a few things I'm struggling with.

What do you guys look for in govenors and generals? Are there any particualr races or Classes that are best suited for particular roles?

What do you do with luxuries you're not using for city upgrades? I know you can boost some minor populaiton growth, but is there anything else to do with them besides sell them on the marketplace?

So far the thing I'm enjoying the least about this game is the rock paper sicssors style to the combat system. I hate having to change designs so often and it makes me hesistate to use strategics for weapons and armor unless I have a design for both energy and projectile (especially late game). Is there some trick to the weapons/armor or is rock, paper scissors the best way to go and I just shouldn't worry about wasting some strategics retrofitting and chaning the design?

Also in Endless Legend I could Crtl click to add a building to the produciton queue in all cities, shift click to add a building to the top of the production queue, and ctrl + shift click to put something in the top of the production queue in all cities. Are there any commands like that for Endless Space 2?

Is there an easy way to see which of my systems have new planets I can colonize or curosities to explore/improve without having to scroll throug all of my cities individually?

Thanks in advance.

Just inspect faction specific sector of hero skill screen to know what hero excels at. Vodyani are arguably best admirals, Sophons are best councelors for science, Lumeris for dust generation, Riftborn are best overseers for industry, Horatio for food, Vaulters for resource generation and so on. But unlike Endless Legend heroes are much more flexible and can be used for multiple roles, especially within same faction identity. Academy gives you heroes for free so you can specialize them as needed and as you see fit.

Luxuries not only boost pop growth, they also double pop yields (resources and bonuses they produce). Luxuries are also used as bribes to hold up rebelions. Sometimes they can be used as sweeteners in diplomacy deals. Then just sell the spares, their last but not the least purpose is market trading.

Combat system is not RPS that much as you think, you'll understand that once you are more familiar with it. Most military techs have at least two counters to them, but it's true that it is good idea to keep your designs updated to counter particular opponent. Diversify and balance fleet composition, to make it more effective at different ranges and versus different armors and weapons, if you don't like to retrofit often. Battle tactics, manpower and cross-flotilla combat are also prime factors to account for in combat, should your design be outdated.

I think you'll benefit from familiarizing with this thread: SPACE BATTLE GUIDE - EXPLANATION OF GAME MECHANICS

You can alt+click to queue system upgrade in one system to place it to the top of the queue, same with researches in research screen.

You can look for solid white circle mini icons in galaxy map, or in system list for colonizable planets. These icons also have "ping" animation if there's curiosity you can investigate.

Sublustris gave you good advice, the only things I'll add about governors, is that some of them have specific faction skills that no other factions have:

  • Vaulters give titanium and hyperium from nowhere. Good if you have no source of these resources.
  • Hisshos has a senator skill that gives you an extra behemoth slot.
  • Horatios are the only ones that can improve your luxuries (have two skill, and one is a senator skill)
  • UE have an extra skill into faction tree to improve your strategic production.

Not sure if you looked at senator skills, they're applied empire-wide if you hero is senator, so its something good to consider if you have similiar heroes to pick.

Here an interesting link.

I can add that you need luxuries to increase your system levels. You can choose which you want to use on the right in the traderoutesection.

Do you know if there's a way to queue a building in all systems?

To add to the heroes thing:

Seekers are extremely good for exploration, made them a couple ships with decent firepower and good movement and you can fill out your map quickly.

Senator Skills can be gamechanging. Whichever hero has the most Senator Skills becomes the head of the party and applies that skill to the whole empire. You should certainly keep an eye on these as you recruit. If all of your active political parties have senators with multiple skills (notably the cost reduction on some diplomatic actions, free tier 1 strategics, deposit yield boosts, and FIDS per pop) that's big.
