killed all Pirate Bases in the Galaxy at the same time, got a message "The Pirate Alliance has been defeated and new bases will not spawn"

then I got a quest to go beat the Pirate Leader guy, did that, got Fluffpetal as a neat new fleet hero, a few turns later four new pirate bases showed up at lvl 5, the bases I killed were level 3.

Why?

I mean I kind of like that they are back, good source of Hero XP and resources via death and hacking. But I'd like to know why the message lied to me.

Those pirate bases may be related to the quest, but I don't remember the details of that quest, so I'll have to ask the dev team.

You get a hero (fluffpetal, a pirate hero) for completing that particular quest. As far as I remember you don't get anything for destroying all lairs.

after killing the four new bases I did not get another message, then I won shortly afterwards so not sure if the lack of new Pirate bases was "ACTUALLY no more will spawn" or "It takes a bit for new bases to spawn but you won too fast."

i've never seen this hero. how does he look like ?

It's the guy you see when you talk to the pirate faction
