I plan to purchase this game along with a friend and we plan to play together but we're not sure how does the DLC work in here.

If one of us has the DLCs and the other doesn't, is it still possible to play together, with the DLCs?

In multiplayer games, all players can access all DLC activated by the host. So if one of you owns all DLC and hosts, then the other will get to check out all the new features and factions. Be aware, though, that the reverse is also true: The DLC check is performed on the host, so owning all DLC when joining a game with the DLC disabled will not give you access.
