Hack > Change politics. A staple in any Umbral Choir's arsenal. Even better if they hack your capital, they can change the governing politics for your whole empire. I think it forces a government type change as well.
You should always keep at least one defense program on your capital for that reason. There's all sorts of nasty things someone can do if they hack it.
