This has been repeating itself for a few turns now. I'm sieging an opponent's system, and when hovering over the siege icon, it shows 0/200 (0/turn). There's also an ark that I can't attack orbiting the system, which also has 0 manpower in it. But every turn when invading the ground battle screen shows full defenses (700/700 assigned and 540 Reserve). Funny thing is, my attacking fleets are also showing 0 manpower when hovering over them, but I can invade normally with full force. So is this a bug or am I missing something?

Could you share a save of that situation, and perhaps some screenshots to illustrate the issue, so we can take a closer look?
