I have some faint memory I might have seen some art on some artstation, as this lore seems familiar. 

Anyway, is he in game as a playable Hero? Anyone?

Those Empire-wide UE traits seem to elude me, as they are not visible AS MOST REAL IN_GAME EMPIRE TRAITS

UE are thematically influenced by central and eastern European cultures. There are overall more Hungarian influences (Zelevas, Lenko, Sopron, talking about palinka, etc) on the names of ships, names of heroes, and interaction flavour text. Polish influences come a close second. Just because someone has a "ski" in their name doesn't make it Russian, just slavic in origin. That covers significantly more countries and cultures than Russia.
