I think he is asking if killing the pirates makes other factions like you more (or less).
I do not have a solid answer to that but there is always room for speculation. Given that Hissho do not make deals with pirates and hate them passionately, I imagine, killing any pirate vessel or destroying their systems should make them like you a bit more.
