A small empire has little science, Industry and strategic resources. So "Tall play" requires great FIDSi bonus in a small territory. Because a few systems with no FIDSi bonus mean a small and weak empire. For example, Unfallen has a small territory but great FIDSi bonus that depends on Allies. Riftborn has singularities. Well, Hissho is a military faction and It has very little FIDSi bonus except "Hatched at home". So a Hissho empire with a small territory is not tall but a trash. Military faction need to declare war, occupy and build a great empire or watch the sophons achieving science victory.
A military faction that often invades but doesn't occupy? That's a self-contradiction.
p.s. Hissho gets -20% FIDS penalty in all systems when it has 6 systems now. -30% when 8 systems. what a "Tall" empire!
You should rely on Behemoths now even more then ever, but should those be destroyed early on - you are done. With no means of coming back.
Even though I dislike straight up nerf like that, before Hissho could build no Behemoths at all and still come out on top. Which isn't how faction supposed to be played.
Last I checked, you can get oodles of bonuses to your home system via behemoth probes. That, alongside the previous "send resources home" tech for their secondary systems, was what previously broke the faction. Each of the DLC factions generally relies heavily on the additional mechanic that their expansion introduced. Vaulters have bonuses with pirates and boarding pods, the Umbral Choir plays exclusively around its hacking, and the Hissho get more out of their behemoths.
Now, if there was a huge behemoth mining probe nerf that I'm unaware of here, that would raise concern from me, but from what I understand those are where you're supposed to get your FIDSI bonuses.
