I have planet system here that has debuff "Not leading in the polls" but I am. The population is all religious.  Bug? I uploaded the file if anybody wants to poke around.

From what I see you have 8 religious and 4 scientist pops (both leading political parties) in the system you write about. On the other hand you have 5 pacifist, 5 ecologist and 2 militarist pops (not leading political parties). It seems, the not leading political pops cause 12x -3 = -36 system approval.

Groo is correct. Note that you also gain +2 per pop approval from leading parties, but per pop disapproval from not leading parties is stronger.
