What does the tech PRAIyer do?  It's unlocked with HyperPac.

It improves election actions like lobbying etc. It makes them powerful enough to push parties with even close to 0 support into the senate.

All in all it makes election actions about 100% more reliable, this also means they won't do much as democracy and is completely skipable for dictatorship, if you are not pushing for some direct opposite of your original affinity, I would probably say the technology overally is not extremely worth pursuing.
However, if for instance you are trying to complete a faction quest related to achieving a specific party, such as lumeris questline, it can be helpful and I did use to rush this myself just to guarantee the results for the quest, I don't anymore though.
