I've been wondering: if one gets the quest reward for +3 value on strategic deposits, does that only affect deposits in systems you own, like I assume, or also those you mine? 

What about systems I own, but not that planet I'm mining from?

I've recently found (probably to no one's great surprise) that most things of the riftborn afinity don't play nice with ... well, anything, so I wondered.

Honestly, I don't know if it affects Mining Probes. Strategic Deposits on planets you own is a definite yes but in all other circumstances, especially Mining Probes on neutral planets, I have no idea. This is largely due to the fact that I often pick Chassis Optimization path since it ultimately leads to +3 Influence on population(which helps pay for the enhanced laws Riftborn enjoy being in a Republic). Based on some research, my best educated guess is that it does affect it. So lets say you find an average deposit of a Strategic Resource and send a Mining Probe at it for 150% output(2 x 1.5 = 3). Adding 3 to it would yield 6 overall. If its poor, you'd get 1 x 1.5 +3 = 4.5 and in an abundant scenario it'd be 3 x 1.5 +3 = 7.5. If you own the planet with the deposit and have all the mining upgrades, you'd have +10/turn on Poor Deposits, +11/turn on Average Deposits and +12 on Abundant Deposits(not factoring in Planet Specialization that can add an additional +2). My suggestion to you is to simply go and test it out.

got a problem with endless space2 ,,  stating"  the application was unable to modify game files.It may be impossible to save or load games. if this issues persist,please check your antivirus settings and ensure that the application has administrator permissions.

this happen every time i end my turn on a brown screen any one know any fixes

I think you should post that in technical help, not in some thread in general. I certainly can't help you there.
