Is it ok to have 4 systems in the first part of the galaxy?

Good evening people. I already colonized four systems (three colonized and one earned from my diplomacy with the Bhagaba) as a Vaulter in the first spiral of a two-spiral galaxy. In the empire window is saying that I have a limit of seven systems before being punished by penalties. are four systems too many for the first spiral ? I'm in the 38th turn.

is it ok to have them? I'm asking because, if I colonize, lets say, more 5 systems in the other part of the galaxy, the penalties will be heavy, won't be? since my limit is seven.

No one forces you to colonize equal number of systems in each constellation. Reach you limit, take maybe one or two systems over the limit if they are that good, then stop there.

-10 empire wide approval penalty per system over the limit. If you are playing Hissho, thats an empire wide -5% fidsi per system, if Umbral Choir that's a bandwidth penalty on top of disapproval.

Does this approval penalty also mean happiness decrease empire-wide?
