Looks like balancing thing:

Industry, Science and Dust don't have 3rd level configured.

Assets are in the game, you can easily enabl,e them in the file:

ConstructibleElement_Industry[PlanetaryImprovements].xml

Change line:

 <TechnologyPrerequisite Flags="Prerequisite,Discard,Technology">TechnologyUnknown</TechnologyPrerequisite>

Into some other tech (this is rather hity and miss, as techs are not displayed by friendly name, but some kind of alias, for example first level of science specialization is unlocked by TechnologyExploration1Alt

If I remember correctly it was only present in late Early Access days, so it was a balance change in a transition to release.
