I captured a new system from the enemy and the system ownership recovery is +8%

I activated the bill and have my ship in its orbit and it still +8% no matter how many turns pass.

Or I need a lot of ships in orbit?

+10% ownership recovery rate on systems with one of your fleets in orbit

I presume it is bugged and for a very long time now (I remember it not working two years ago)
