Do all biological beings in the galaxy have Dust infused into their bodies? And is this what the Vodyani harvest to feed their population?

If that's the case, then why isn't everyone like an Academy Hero? The Academy supposedly finds or fills people with pure Dust in their systems to create their Pathfinders, but if Essence is a type of pure Dust then this seems to be an inconsistency.

No, Dust isn't everywhere. Although where it is present, it accelerates life development. Vodyani harvest another substance called Essence, that probably IS present in all sentient life forms.
