Hangars purpose.

What is the purpose of hangars? A system creates a ship . Why i have two give a  'create' command to the hangar to ... create it again? It buffles me a little. Or i see a number above , but its the ships out of and in the hangar. And also , are command points a hangar  property?

A ship going in to the hangar is always a better solution for a single reason: It cannot be attacked by enemy fleets. If the enemy fleet would easily waste your ship in a one-on-one fight, you can stockpile ships in the hangar then release them all at once so you have a decent chance at fighting back. There's also a benefit in that you effectively hide the ships, and can use them to ambush poor buggers who think they sense an easy target.

There's no command point restriction for ships in hangar. Command points restriction is valid for fleets, only (ships in hangar are no fleet/fleets). Same time the reason for devs to make use of "create" (fleet), in case of sending fleets from hangar to orbit.

Your ships will also have a higher repair rate in hangars, like 5% each turn idle or guarding the system and 10% in hangar. Note that this may vary depending on factions and techs.. 
Also as mentioned above. If you want to build a fleet of ships u can let the first ships stay in hangar where theyre safe so that you wont lose a ship before the next one is built if u got enemies nearby.

This is true for ES1, but I don't think it is in ES2.
