Confused by Manpower Growth From Food

Most resources I find on manpower growth from food say that 10% of your food production goes to Manpower.  I can verify this if I go to a system and look at the food tool tip popup...10% of total system food is going to manpower.


So I have two systems producing food.  One contributes 8.5 food per turn to manpower and the other 4.3 to manpower for a total per turn food to manpower rate of 12.8.  When I hover over my manpower total though is shows my manpower from systems per turn to be exactly one half of the total food contribution per turn.  So with my 12.8 food contribution to manpower per turn I am actually only getting a manpower growth per turn of 6.4.


So it does not really look like manpower grows 10% of your food production per turn...it looks like it is half that or 5%.   Was this something changed in a game update or is there some other factor here I am not aware of?

Some of that manpower may have automatically redirected towards systems/ships that need it. Do any of your planets/ships need restocking?

No, I have just started a new game and I have no ships needing manpower.   The dev post explaining how manpower works is five years old so I am guessing the formula is no longer 1:1 like it originally was.  So if I have planets giving 10% of their food to manpower, I only see half of that food converted to manpower.   Does anyone know when this changed?  Is it a bug?

Well you did not state that you had no systems requiring manpower, so maybe it is there?
