As per title, is there any mod that does that? In ES1 sphere of influence prevented settling in foreign territory, but in ES2 it is possible, which is strange.

As Vodyani you can settle inside enemy sphere of influence while in cold war or war and I belive its the religious government that allows this. while in peace or alliance you can settle inside friendly sphere of influence. Other then that, while in cold war or war (and truce i belive) you cannot settle within another players influence.

I see, thank you. I guess it makes some sense to make the peace/alliance less appealing.
