governmen hero changes

I got a Hero as my leading politician, military that is and the one with the highest level. When I need him the most for the government skill, theres a change and another Hero, also militarist, changes so the other one now is in the government. Is there a reason why this changes? Is there a way for me to keep one Hero as a govern as I really want that government skill. Sorry for my bad choises of words, english is not my first language. 


Btw Im playing as Hissho and I want my first hero as govern for that one extra behemoth limit. Is the answer really to keep only him as a military hero and discord/not select any other militarist heros?

Highest level hero inside currently governing political party is automatically assigned to be Senator. If you engage in combat more then build things in systems, then generals are prone to gain levels more quickly then governors.

So yeah, either pick heroes from Religious or any other party for generals, or assign your militarist hero to be primarily fleet general to keep him at highest level among militarist heroes.

Thanks you. The problem is that the Hero i wanted as Senator was the highest level militarist Hero, and both him and the other lower militarist Hero was assigned to a system yet the lower level Hero became the Senator.

I know that it has been like a few months since this has been posted, if you want to manually change your senator. This involves modding your save game so be sure to have backups.

First is to have XML saves (so you don't have to deal with binary files, go to launch properties and put in "--use-xml-save")

Second is to open your .sav file as an zip archive (7zip) and open Game.xml in Notepad or Notepad++

Third is to find your hero's (the one you want to be senator) GUID. Use these tags to locate your hero, search for one specific tag using Ctrl-F, then look at the top tag (should have GUID="XXXX") and what party they are (it is Politics0X)

Lastly, find your Senate by Crtl-F and search for <Senators Count="X">. Make sure that it is your senate, you can cross-reference the number of law active below or scroll up until you see Empire="0". For that party (Politics0X), replace the tag "<RepresentativeHeroGUID>XXXX</RepresentativeHeroGUID>" with your hero GUID.

From what I have seen, their senate effects do take place and they will not be replaced (unless another hero overtakes them in the senator skill and/or has a higher level). If this happens, just change it back to what hero you want.
