Hello!  Got a quick UI question for the more experienced/knowledgeable about the game.  I've noticed that, in the Galaxy view, the banner with the system name changes as the game progresses, from a semi-transparent version of the player's color (like Soidan in the image I've attached), to a couple of border styles (Xitterbia/Osulo), to a fully saturated banner (Ugaro/Alcyone).  Given the game's otherwise astounding attention to UI detail—I've yet to find anything else the purpose for which I couldn't figure out by interacting with the UI in some fashion—I'm sure it has some meaning to give the player a quick-read on the system status, but I can't think of what it might be.  Do any of you know?

It changes based off of system development level. The more % of it that is saturated, the higher the level.
